Greetings
Dallas Chapter members! The Chapter opened the New Year with
another successful joint meeting with ISACA on January 8th.
We thank our counterparts at ISACA for organizing a great
event with another group of top notch speakers. Our next
monthly meeting will be February 8th at the Doubletree
Campbell Centre in Dallas. Our topics for the day include
Big Data Analytics (Carolyn Gibson & Francisco Rocha Jaje,
PwC), Aggressively Addressing Anti-Corruption Risk (Todd
Freeman, CBI), and Lessons from Audits of Construction
Projects (Debbie Townsend, President of R. L. Townsend &

Aggressively Addressing Anti-Corruption Risk Todd Freeman, CPA, CIA, Vice President of Internal Audit at CB&I.
Objective: In this discussion regarding anti-corruption
auditing, we will explore:
- FCPA Investigations: What to do when the allegations surface
- The relationship between Internal Audit and Compliance in addressing
anti-corruption risk
- Developing a risk-based approached around where to audit

Todd
Freeman, CPA, CIA, is Vice President of Internal Audit at CB&I.
CB&I is a global engineering, procurement and construction company, located
in The Woodlands, Texas.
He joined CB&I in April 2002, when the Company relocated its World Wide
Administrative Headquarters to the Houston area. Todd, in conjunction with the
growth of CB&I, has transformed a department of 4 auditors, to one that today,
is 27 auditors strong.
In this current position, Todd has been responsible for overseeing the
Internal Audit and SOX 404 functions globally. With auditors based in The
Woodlands, TX, Baton Rouge, LA, and Dubai, U.A.E., the audit function conducts
operational, financial, compliance, and IT audits for its offices and projects
around the world. In addition, the function has led the way with
developing the infrastructure for the Company’s Risk Management practices, and
leads the Company with its pro-active anti-corruption audit.
Todd currently serves as the Vice Chair of the IIA’s Learning Solutions
Committee and has served a variety of Board and Officer roles for the Houston
Chapter of the IIA.

Big Data Analytics Carolyn Gibson, Director PwC Data Assurance
and Francisco Rocha Jaje, Manager PwC ARCA
Objective: Big Data? Why all the Fuss? These
days, it’s difficult to find an audit periodical that doesn’t contain at least
one article about “Big Data.” In “Big Data, Why the Fuss?” we will
explore why big data is more than a buzz word and how internal audit departments
can utilize data to be more effective and efficient. Learn about the tools
leading companies are using to turn data into visual information and how those
tools can be applied to detect the needle in a haystack that may indicate fraud
in your organization.

Carolyn
Gibson is a Director in PwC’s Data Assurance practice. Her 28
year career has been primarily focused on Information Technology, Internal
Audit, and Finance and Accounting functions. She has a demonstrated
ability to improve business processes through automation. Her specialties
include data analytics to assist with solving business issues, fraud detection
and prevention, IT Audit, Internal Audit, and Sarbanes-Oxley and Payment Card
Industry Compliance.
Carolyn joined PwC after 20 years at a major global airline where she held
leadership roles in several areas and was instrumental in developing a number of
continuous monitoring programs which reduced revenue leakage and risks related
to internal fraud.
Carolyn is a CPA and CISA.
Francisco
Rocha Jaje is a Manager with PwC ARCA at the Dallas office that
specializes in compliance, risk, process improvements and project management in
the Energy Industry. Vital projects includes Trading Information Management
Roadmap, Trade Surveillance application development, Coal Mining - Data Business
Strategy for operations and maintenance, Endur – Accounting Desktop
Implementation, Calgary AB, Aligne Gas Ops implementation in Mexico, City and
Maximo upgrade and consolidation for a transmission utility in Dallas, TX.
He has 14 years of combined experience in within the Energy Trading, Power
Settlement tools, Purchase and Tooling Agreement, Financial Planning, Revenue
Forecasting for a Transmission Company, Data Warehousing and process
improvements.
Francisco has participated and develop various RFP responses for the energy
and BI practice in the US, Mexico, Colombia and Brazil. Francisco is also fully
bilingual in Spanish and has basic understanding of Portuguese.

Lessons from Audits of Construction Projects Debbie Townsend, R. L. Townsend & Associates, LLC
Objectives:
Why should owners audit construction? Internal auditors for owners of
construction can provide a real service to the organization, add value, and
achieve professional satisfaction. Construction auditing can result in
sizeable cost recoveries, future cost avoidance recoveries and yield process
improvements as well. Such meaningful results require knowledge and skill
and the ability to audit in sometimes difficult environments. Debbie will
share examples of construction audit results and the tips and techniques
auditors use to get these results.
No prerequisites required.
Debbie
Townsend provides audit and advisory services to owners of construction
projects. Her work has resulted in millions of dollars of cost recoveries
and helped owners in many industries improve their management of
construction. Prior to joining the firm in 1997 Debbie was an internal
audit professional for JCPenney and EDS where she was responsible for managing
various audit functions including construction auditing. As President of
R. L. Townsend & Associates, LLC she has primary responsibility for managing the
Plano based construction audit staff. She is a Certified Internal
Auditor, a Certified Construction Auditor, a Certified Public Accountant and a
Certified Fraud Examiner. She is a Past President of the Dallas Chapter of the
IIA.

News from UT Dallas
The UT Dallas IIA student chapter had an exciting start to the
new semester at the kick-off meeting with a record attendance for
the first meeting with 80 students. The efforts for promoting growth
and awareness of Internal Audit definitely shows with the increase
in student interest. We are anticipating a great semester!
Similar to past semesters we will be looking for judges on the
case study and speakers at various events on campus. Also, if
you are interested in hosting a reception or site visit for the
student chapter, dates are still available to schedule. To work
closer with the program please contact Mark Salamasick at
mark.salamasick@utdallas.edu.
The 10th Annual Fraud Conference is approaching on March 26th and
March 27th. The conference registration has closed and we are at
capacity, but hoping to gain additional space. Some of the
sessions on March 26th may have availability follow

Each speaking engagement on internal auditing that a Dallas
Chapter member completes will earn the Chapter 1 credit per CPD
hour. Each full article, Roundtable article, Fraud Finding,
etc. submitted that meets basic editorial guidelines will earn 5
credits. For each full article published 20 credits are earned.
Each internal audit related article published in any other trade or
professional journal that is authored by a chapter member is 5
credits.

Lead IT Auditor, Internal Audit - Coppell, TX
Responsibilities will include:
The Internal Audit Department is responsible for overseeing Ocwen’s internal

Senior Manager, Internal Audit
The Internal Audit Department is responsible for overseeing Ocwen’s Internal
Audit program at the direction of the Audit Committee. The Internal Audit

efficiently. This position is for an experienced internal audit senior manager
who enjoys hands-on involvement in planning and executing reviews and in
developing a durable internal audit methodology suitable to a fast-paced highly

Job Functions:
- Development of audit
programs (based on a risk based approach) and management of audit projects that
effectively utilize Internal Audit resources throughout the year
- Monitor progress of multiple simultaneous projects and take necessary action to
meet target completion dates and ensure timely completion of audit reports
- Provide supervision, guidance and training for all auditors
- Capable of understanding processes and related risks
- Provide oversight and direction to audit staff on audit engagements which
includes, but is not limited to, preparing risk assessments, audit work plans,
audit programs, audit testing and internal audit reports
- Performs critical project management duties in the planning, scheduling,
coordinating, reviewing and reporting of the work of audit teams for multiple
concurrent projects
- Communicate with senior business leaders on audit results and operational risks
- Communicate regularly with the
VP of Internal Audit and Director for the purpose of achieving specified
Internal Audit goals and objectives
- Mentor audit staff members and monitor that their work product for conformity
with department policies and Auditing Standards established by the Institute of

Senior Manager, Compliance Testing & Audit
The Senior Manager, Compliance Testing & Audit will develop and oversee the
activities of the compliance testing group that tests for adherence to the
various applicable Making Home Affordable (MHA) program requirements; and
validates the implementation of management’s corrective actions in response to
MHA Compliance (external) reports. The Senior Manager will be responsible
for managing an effective and efficient compliance testing and reporting
process, interacting directly with business unit leaders, and executing
directives in line with the Compliance Testing Department’s overall strategic
plan.
Job Functions:
- Manage a testing team which
conducts compliance reviews to assess the effectiveness of various servicing
processes compliance with applicable requirements
- Ensure the testing team collaborates with business units to conduct periodic
(i.e. monthly, quarterly, etc.) comprehensive compliance testing based on
specific servicing requirements
- Oversee the process that ensures updating of the compliance testing program for
all applicable new servicing requirements
- Work with Compliance Testing leadership to implement enhancements to the
compliance testing framework
- Provide effective direction to the Manager of the team related to team
supervision and execution of testing activities
- Manage the process that obtains and tracks responses from business units related
to compliance issues
- Monitor the status of business unit action plans and assess whether to put a
hold on testing, to allow for remediation actions, and when to reinstate testing
- Partner with Regulatory
Compliance, Legal and Internal Control functions/departments on a regular basis
to evaluate compliance issues and business unit corrective action plans
- Prioritize various ad-hoc requests from internal and external parties and ensure
the delivery of accurate and timely responses
- Develop a staff training program, promote career development, implement a team
succession plan and coordinate recruiting efforts
- Assess workloads and resources, and propose/implement solutions to address any
resource or time constraints.
- Maintain effective working partnerships with business units and senior
management
Key Result Areas:
- Design and ensure the
execution of an effective compliance testing program that delivers accurate and
timely test result; adapts to changes in compliance requirements and business
processes; and aligns with Compliance Testing strategic initiatives.

reporting and remediation requirements
- Develop and maintain a testing team of qualified individuals.

Manager, Compliance Testing Standards & Audit
The Compliance Testing Department is responsible for overseeing Ocwen’s
mortgage servicing compliance testing program covering federal and state laws
and regulations; servicing agreements and standards established with investors;
national mortgage settlement requirements; government agency and government
sponsored entity servicing standards; and guidelines for the Making Home
Affordable Program. This position is for an experienced manager who enjoys
hands-on involvement in managing a team that will monitor and/or validate
management’s implementation of improvements to internal controls and processes
to ensure compliance with the various laws, regulations and standards. This
person will also implement and oversee an internal quality assurance program
that will assist with the development of Compliance Testing processes and
standards; develop and maintain Compliance Testing policies and procedures; and
assess testing teams’ compliance with those policies and procedures; and measure
the performance of the overall compliance testing program to ensure that the
various policies and standards are appropriately designed.
Job Functions:
- Develop a centralized
process that will monitor management’s various actions plans initiated due to
noncompliance with laws, regulations and servicing standards; obtain relevant
input from the Compliance Testing teams; and interface with other parties
engaged in the remediation process, including the Compliance Department, Legal
and Operations.
- Evaluate,
in coordination with the Compliance Department, management’s action plans to
ensure they will be effective to remediate the deficiencies identified by
Compliance Testing.
- Develop
and implement reports that provide the status on management’s action plans.
- Provide regular updates to senior management, investors and other third party
oversight entities on status of management’s action plans.
- Review the adequacy of the team’s work paper documentation in support of the
remediation efforts that are being conducted.
- Evaluate internal compliance testing programs for completeness in coverage and
adherence to testing program requirements
- Assess the compliance testing process, identify areas needing enhancement, and
develop and document appropriate enhancements to policies and procedures
- Develop a framework for maintaining and periodically updating Compliance Testing
policies and procedures
- Develop and implement an internal quality assurance program to assess adherence
to Compliance Testing policies and procedures.

- Work with various business
unit representatives and process owners to enhance internal systems and
processes involving compliance controls, including evaluating opportunities to
automate existing compliance controls.

Qualifications:

The Senior Auditor, Internal Audit will assess process risks, flowchart
business processes including the supporting application systems, identifying and
evaluating the design of controls, executing and documenting audit tests. During
