President's Letter

Happy St. Patrick's Day! This is "Fraud Month" at the Dallas IIA. Our monthly meeting is a joint session with the Association of Certified Fraud Examiners on Thursday, March 25, at the CityPlace Conference Center. Our lunch speaker, Courtenay Thompson, is an all-time favorite of the Chapter. He will be speaking on “Fraud Detection: What Auditors are Really Doing Now!” Courtenay will also be presenting an eight-hour “how-to” seminar that day on “Fraud Investigation 2004.” As an alternative, we will also offer two additional “how-to” sessions on March 25. The pre-meeting will address “Construction Auditing;” and the post-meeting will cover “Forensic Data Analysis: Getting the Evidence and the Admission.” These are very interesting topics you won’t want to miss!

It is with great sadness that I tell you about the loss of one of internal audit's great leaders, William “Bill” G. Bishop, III. Bill, president of IIA International, passed away on Sunday, March 7, from an apparent heart attack while jogging. He was a great leader and wonderful friend to many in the audit profession, and will be greatly missed. More information is available at www.theiia.org.

Last month was a milestone month for the Dallas IIA. At the February meeting, officers and members of the board of governors were elected for the Chapter year beginning June 1, 2004. The new officers for 2004 - 2005 are:

What Auditors Are Really Doing Now!

Courtenay M. Thompson
Courtenay M. Thompson and Associates

Courtenay Thompson is a recognized authority on training managers, auditors and investigators in fraud-related matters. Since 1981, he has designed and presented courses on fraud prevention, detection and investigation for business and government organizations worldwide. His courses are known for providing practical, proven approaches to real problems. These practical approaches have yielded dramatic results for class attendees.

In addition to providing training on fraud-related matters, Mr. Thompson provides training on behavior and communication skills and internal auditing. He is the co-developer, with R. L. Townsend, of a series of courses on audit and control of construction costs. He is also co-developer, with Richard Stohl, of a series of courses on audit and control of health benefits administration. Mr. Thompson is currently editor of "Fraud Findings" in The Internal Auditor magazine.

Courtenay Thompson received his BBA and MBA degrees from Southern Methodist University and is a Certified Public Accountant. He is a member of the Institute of Internal Auditors, Inc., the American Institute of Certified Public Accountants, and the Texas Society of Certified Public Accountants.

Bob McDonald is the North American Practice Service Offering Director Construction Services. He has extensive experience in both internal auditing and security. His areas of focus include Construction, Manufacturing, Distribution, Fraud Examination, Financial Services, Retailing, Information Systems and Industrial Security, both preventative and investigative, in North America and Europe. He frequently is a guest speaker on the subject of Construction Auditing and Fraud and Abuse on Major Capital Projects.

Bob developed the methodology and has, with assistance from the Construction Services Managers and Jefferson Wells University, developed the Construction Services Workshop – a two-day 18 CPE advanced skills workshop required for each Jefferson Wells engagement manager and construction auditor. The Workshop is available in a 14 CPE version for clients. Prior to joining Jefferson Wells International in 1996, Bob was Director of Internal Audit-Corporate and General Products Group; and Director of Internal Audit and Security-West Europe for the Premier Industrial Corporation. He was also with General Electric Credit Corporation and BFGoodrich.

Bob holds a Bachelor of Science degree from Ohio University and is a Certified Internal Auditor and a Certified Fraud Examiner.

Forensic Data Analysis: Getting the Evidence and the Admission

Randy Jordan and Mike Kaighan

This presentation will cover multiple aspects of investigative techniques when performing Internal Fraud Investigations. Because the gathering of evidence and supporting documentation is so crucial to the investigative process, the presenters will convey the latest techniques in Computer Forensics, as well as Interview and Interrogation training. This will cover the preliminary steps involved with conducting a proper investigation, gathering electronic data and evidence, and the steps associated with interviewing potential witnesses and suspects.

Randy Jordan is a Manager of Forensic and Investigative Services for Deloitte and Touche, LLP. Under Randy’s direction as part of the Analytic and Forensic Technology (AFT) service line, Deloitte and Touche provides a broad range of computer forensic, investigative and strategic security services.

Randy conducts investigations ranging from basic property theft to complex fraud and computer crimes. His responsibilities included supervising the design and management of comprehensive physical security programs; the development and implementation of crisis-related business continuity plans; supervision of critical incident management programs; and procurement and operational support of security service contracts.

Prior to joining Deloitte and Touche, Randy owned and operated Integritas Security Services, a security consulting and investigations firm offering solutions to Fortune 500 companies. Randy also served as the Director of Security for Infomart, a multi-tenant, high-rise property in Dallas, Texas; Vice President of Operations for Barton Protective Services, a leading supplier of quality contract security guard services; and Dallas District Manager for Pinkerton's Security Services. Before entering the private security sector, Randy was Chief of Police of Buffalo Gap, Texas, and an officer with the University Park, Texas Police Department.

Randy holds a BS degree in Psychology and Communication from Abilene Christian University and is currently working toward a MS in Business and Human Relations. He also holds a professional certificate as a mediator from the Strauss Institute of Dispute Resolution of Pepperdine Law School and is pursuing a graduate certificate in Dispute Resolution and Conflict Management.

He has received specialized training and instruction in the areas of weapons of mass destruction (WMD) risk assessment, workplace violence incident response and management, executive protection, and cyber terrorism and forensic data investigations. He is active in the American Society for Industrial Security International and is a Board Certified Protection Professional (CPP). He has served as that organization’s Assistant Regional Vice President-Region VI, President of the North Texas Chapter and a number of other functional positions. He also serves as a member in the HTCIA, ACFE and InfraGuard professional organizations.

Mike Kaighan is a Senior Consultant in the Dallas Financial Advisory Services practice of Deloitte & Touche. He is a member of the firm’s Corporate Loss Prevention (CLP) service line and manages and conducts fraud and corporate internal investigations for the Forensic and Investigative Services practice throughout the country.

Mike has 11 years of experience in the corporate security and loss prevention fields. Throughout his career, he has successfully developed and managed loss prevention programs focused on shrink control and employee awareness. He has been integrally involved in managing and conducting complex internal and external theft investigations, resulting in the detection of and admission to millions of dollars in fraud losses.

As a Corporate Investigator and Regional Loss Prevention Manager for several national retail organizations, Mike has worked with law enforcement agencies across the country investigating complex financial losses and credit card frauds. He has teamed with law enforcement agencies to develop identity theft prevention programs for the retail environment. Mike also has created and implemented shoplifting awareness programs for multiple retail organizations.

A highly-trained and exceptionally effective interviewer, Mike has extensive experience conducting internal theft investigations and frequently is called upon to use his strong interviewing and interrogation skills for a wide range of fraud investigations. He has conducted numerous physical security reviews, due diligence studies and extended background searches. Mike is a designated Certified Fraud Examiner (CFE).

Mr. Thompson's experience prior to entering the consulting field includes public accounting, audit supervisor for consumer financial services for a large retailer, and director of auditing for a life insurance company. His career in public accounting and internal auditing provided exposure to a number of types of impropriety including embezzlement, insurance fraud, loan fraud, stock fraud, kickbacks and bribery, misappropriation of funds and mail fraud.

In addition to personally detecting and investigating suspected fraud cases; he established corporate policies for fraud and trained other auditors in fraud detection and investigation. Responsibilities included working with top management and reporting to the audit committee on the status of open cases. He has worked closely with legal counsel, law enforcement and prosecutors.

IIA Research Foundation – Update on Research Projects

The following Research Foundation projects have estimated completion dates through the first quarter of 2004. Dave Hallo will let us know when they have been published and available for purchase.

  • The Pervasive Impact of Information Technology on Internal Auditing - This research project will develop a supplemental technology chapter to the Research Opportunities in Internal Auditing monograph, exploring the past, present and future of IT and its relevance to internal auditing.
  • Auditor Roles in Government Performance Measurement - The purpose of this project is to begin laying the groundwork for strengthening the auditor’s role in local government performance measurement.
  • Changing Internal Audit Practices in the New Paradigm - This project 1) updates the research regarding audit services from the prior projects to reflect the contemporary global, business, regulatory and technological environments; 2) identifies quality control procedures as they relate to those internal audit services; and 3) explores how internal audit will balance the new requirements and expectations with their current mix of services.

Speakers Bureau

We would like to thank the Dallas Chapter members who participated in Progress Through Sharing by speaking or writing on internal audit related topics. These efforts help the Dallas Chapter to achieve the Gold Level in the Chapter Achievement Program through Service to the Profession. The reporting period is from June 1, 2003 through May 31, 2004. If you have presented speaking engagements or have submitted articles in publications, please report these by completing the information under the “Members” tab of the Chapter Web page. The Chapter receives one credit per hour of CPE for each 50 minute/hour of speaking on an internal audit related topic. Each full article, roundtable article, fraud finding that is submitted to the Internal Auditor magazine that meets the editorial guidelines earns five credits. For each full article that is published in the Internal Auditor magazine the Chapter earns 20 credits, and for internal audit related articles published in any other trade or professional journal the Chapter receives five credits.

Pamela Krakosky is currently the leader of this Chapter year for reporting 36 credits for speaking on internal audit related topics. Way to go, Pamela! Endorsed Internal Audit Program Update at the University of Texas at Dallas – Interns Available

UTDFebruary was an extremely active month for the UTD IIA Student Chapter with the outstanding support from the Dallas IIA Chapter. More than 20 students from UTD participated in the programs at Student Day. They also began to study diligently for the CIA exam with participation in the CIA review course and taking the Part I exam in class. The Advisory Board for the Program met for the first time during February and concurred with the direction of the Program.

We have created a book of students and their resumes for Chapter members. We have sixteen students available for internships or full-time internal audit positions. Eight students are available for each of these opportunities. Most of the students have completed the Internal Audit class. A process has been implemented for Dallas Chapter IIA members to check out Internal Audit material from the new UTD Internal Audit Library. Information regarding the materials will be available on the Dallas IIA Web site.

The new Endorsed Internal Audit Program is also designed to meet the needs of those employees transferring from other areas of the company to an internal audit role. The program also encourages audit practitioners who would like to learn current audit techniques and prepare for the CIA exam. The courses in “Internal Audit” and “IT Risk Management” are offered every fall and spring semester. In addition another new course is planned for this fall, “Using Audit Software for Data Analysis.” If you are interested in the Program or the new course, please contact Mark Salamasick.

Plans are being made for upcoming Dallas IIA and North Texas ISACA Chapter meetings at UTD, in addition to a seminar with the Institute of Corporate Governance at the campus. If you have ideas for additional activities during 2004 or would like to provide assistance, please contact Mark.
