The
President’s Letter
Greetings Dallas Chapter! The February meeting
exceeded a twelve month record in terms of attendance.
Thanks to all of the college students who joined us for
Academic Relations month. The March meeting will be
held at the Crowne Plaza Hotel in Addison on Thursday, March
7th and our theme for the month is Fraud.
The pre meeting will feature Leah Lane, Texas Instruments
Global Investigations Manager, who will provide guidance on
navigating “The First 24 Hours” after uncovering or
receiving an allegation of fraud. For the lunch
meeting, Courtenay Thompson, owner of Courtenay Thompson and
Association, will discuss “Fraud: Exploring Challenges &
Opportunities for Internal Auditors”. The purpose of
this session is to explore current trends in dishonest and
fraudulent activities and the effectiveness of recent
initiatives, including specific suggestions for auditors
committed to addressing fraud. Paul Pettit, Director
at Protiviti, is the post meeting speaker and will cover
“Construction Fraud Schemes: Knowing Where to Look When
Fraud is Suspected”. Becky Haislip, Vice President of
Internal Audit at Rent-A-Center, will serve as our CAE
spotlight speaker during the lunch meeting and will provide
insight into the best practices, organizational structure
and types of audits performed by an internal audit
department within the travel industry.
Our 8th Annual Fraud Summit at UTD Jindal School of
Management on March 28th and 29th is practically sold out.

Fraud: Exploring Challenges & Opportunities for Internal Auditors Courtenay Thompson of Courtenay Thompson & Associates

Courtenay
Thompson develops and presents fraud-related training and advisory
services to auditors, management and investigators in industry and government.
His programs are known for providing practical approaches to real problems.
For 13 years Courtenay was editor of Fraud Findings in The Internal Auditor
Magazine. In addition to fraud training, Courtenay has developed courses
on internal auditing, audit leadership, and contract auditing. He has also
contributed to courses on construction audit and cost control, audit and control
of health benefits administration and data mining. His background includes
public accounting, and internal auditing and investigations. In addition
to being a member of the IIA he is a member of the AICPA and the Texas Society
of CPAs.

Travel Industry Glyn Smith, Internal Audit Partner, Sabre
Objective: The objective of this brief presentation is to provide Insight into the best practices,
organizational structure and types of audits performed by an Internal Audit department within the healthcare industry.
No prerequisites required.
Glyn Smith oversees Sabre's global Internal Audit function
where he partners with management to assist them in meeting their objectives.
Glyn works closely with the Audit Committee of the Board of Directors and
Executive management in evaluating Sabre's risk management processes.
Glyn has 21 years of diversified experience working with public accounting
and private sector entities including large-cap and fast growth public companies
as well as government entities. Until 2005, he served as Director of Internal
Audit for MCI where he played a role in helping the company successfully move
forward and emerge from bankruptcy after the WorldCom fraud.
Because
Glyn played a key role in helping to uncover the fraud at WorldCom, he has
unique insights that can help organizations lay strong ethical foundations and
better prevent scandal in this new era of responsibility. Glyn has been featured
in media such as CNBC’s American Greed, the Wall Street Journal and CFO.com. He
has helped thousands of corporate executives and professionals across the globe
by consulting on, training and speaking to the most timely topics and concerns
for the 21st century including enterprise risk, the current crises and recent
scandals - lessons learned and the way forward; questions every board member
should ask; what companies can do to prevent and detect fraud; and ethical
leadership.
Glyn previously served on the
Accounting Advisory Board for the University of Alabama and is the past
president of the Central Mississippi Chapter of Internal Auditors. He holds a
number of professional designations including Certified Public Accountant,
Certified Internal Auditor and Control Self-Assessment.

The First 24 Hours Leah Lane, Global Investigations Manager at Texas Instruments
Objective: Though each company must create their own
strategy of response to fraud allegations, this presentation will provide steps
that will help navigate first 24 hours after uncovering or receiving an
allegation of fraud, which some say can be the most difficult part of a fraud
investigation.
No prerequisites required
Leah
Lane has more than 20 years of combined public and private sector
investigations and fraud examination experience. During her career, she has
managed, worked, and assisted in hundreds of investigations globally, involving
allegations of Foreign Corrupt Practices Act violations, internal and external
fraud, and employee misconduct. Leah is currently the Global
Investigations Manager at Texas Instruments, Inc., where she manages a group of
investigators with global responsibility for investigations within TI.
Before joining Texas Instruments, Leah served as the Audit Fraud Manager at
JCPenney and as a Security Manager for the Americas at HP/EDS. At these
positions, she was responsible for investigating and managing complex financial
fraud and computer forensic matters. She began her investigative career as a
special agent in the U.S. Customs Service, a position she held for more than
seven years.
Leah is a Certified Fraud Examiner (CFE) and a Certified Fraud Specialist
(CFS), and holds a BS in Criminal Justice from the University of Southwestern
Louisiana. She is an active member of the Association of Certified Fraud
Examiners, the Association of Certified Fraud Specialists, and also serves on
the ACFE Advisory Council.

Construction Fraud Schemes: Knowing Where to Look When Fraud is Suspected Paul Pettit, Director at Protiviti
Objective: According to the 2012 Report to the Nations
on Occupational Fraud and Abuse the typical organization loses 5% of its
revenues to fraud each year. Applied to the 2011 Gross World Product, this
figure translates to a potential projected annual fraud loss of more than $3.5
trillion. The report provides an analysis of 1,388 fraud cases
investigated worldwide and continues a tradition of shedding light on trends in
the characteristics of fraudsters, the schemes they perpetrate and the
organizations being victimized. Occupational fraud schemes fall into three
primary categories:
- Asset misappropriation schemes, in which an employee steals or misuses
the organization’s resources (e.g., theft of company cash, false billing
schemes or inflated expense reports)
- Corruption schemes, in which an employee misuses his or her influence in
a business transaction in a way that violates his or her duty to the
employer in order to gain a direct or indirect benefit (e.g., schemes
involving bribery or conflicts of interest)
- Financial statement fraud schemes, in which an employee intentionally
causes a misstatement or omission of material information in the
organization’s financial reports (e.g., recording fictitious revenues,
understating reported expenses or artificially inflating reported assets)
Today’s presentation will focus on construction fraud schemes in two of these
primary categories. Specifically, we will look at typical asset
misappropriation and corruption schemes during construction projects and their
subsequent results, including some actual investigations and case studies.

Paul Pettit is a Director for Protiviti, a global business
consulting and internal audit firm. Since 1999, he has been involved in
providing consulting and internal audit services within technical areas of
organizations including engineering, procurement and construction. Paul is
the national leader of Protiviti's Capital Projects & Contracts practice.
Paul also worked for over nine years in the Engineering, Procurement and
Construction (EPC) industry with a Leading EPC Contractor. Paul holds
Masters degrees in Business and Environmental Management as well as a Bachelors
degree in Civil/Mechanical Engineering Technology from the University of
Houston. He is certified as a Project Management Professional (PMP),
Construction Auditor (CCA), Internal Auditor (CIA), Risk Management Assurance
(CRMA) and Professional EH&S Auditor (CPEA). Paul is an accomplished
speaker and has been designated the highest professional speaking designation by
Toastmasters International in 2006, Distinguished Toastmaster (DTM).
Paul has been a member of the IIA since 2000 and has spoken at many chapter
IIA luncheons and seminars/roundtables around the country as well as national
IIA conferences. He has also written articles and white papers on internal audit
topics such as auditing high risk contracts and controlling costs as well as
auditing environmental, health & safety programs. Paul currently serves as
an IIA District Representative (South Region District #1) with responsibility
for five Texas IIA chapters.

IIA Research Foundation
The IIA Research Foundation has recently published
The Marketing Strategy: A Risk and Governance Guide to
Building a Brand. When it comes to marketing and

Certification Recognition
The Dallas Chapter honored the Chapter members in
attendance that had completed their certification
requirements (CIA, CCSA, CFSA, CGAP and CRMA) during the
period of October 1 – December 31, 2012 at the February 7th
meeting.

Members recognized at the meeting for receiving their CIA
certification include: Alexander Finch, Forest Vaughn and
Scott Wauhob. Jonathan Akisanmi, Samuel Barfi, William
Cate III, Scherolyn Davis, Gwen Dillow, Lynsey Natinsky,
Tanisha Stewart and Vickie Tesmer were recognized for
receiving certification in Risk Management Assurance.
In total, 14 chapter members received CIA
certification, one achieved certification in Control
Self-Assessment and 26 members received certifications in
Risk Management Assurance.
- CRMA Syllabus Now Available: The Professional Certifications Board
(PCB) has approved the final version of the CRMA exam syllabus.
The first offering of the exam will be in July 2013.
- IIA Global Certifications Introduces Option to Extend Exam Eligibility:
The Professional Certifications Board (PCB) has approved a new
policy that allows candidates to extend the normal 180-day exam
eligibility window for a period of 30 days one time for a US $50
fee. This new option allows today’s busy internal audit
professionals to stay on course while enhancing their professional
development. Interested candidates must log into CCMS to
complete the appropriate exam registration eligibility
extension form.
- 2013 CIA Exam Changes: The Professional Certifications Board
(PCB) and IIA Board of Directors have approved changes to the CIA
exam structure. The program will be reduced from four to three
exam parts, eliminating the recognition credit for part four.
Content for the 2013 exam include: Part 1 – Internal Auditing
Basics; Part 2 – Internal Audit Practice; Part 3 – Internal Audit
Knowledge Elements. The PCB has developed a transition
plan for those candidates who are unable to complete
their certification before the new exam is launched. Changes to the
exam will be implemented mid-2013.

After completing the program requirements to earn your
CIA designation, you will receive a confirmation e-mail with
instructions for ordering a certificate through the
CCMS. There is no charge to obtain your
certificate unless you choose to upgrade your shipping
option.
CPE Requirements
Practicing CIAs are required to complete a total of 40
hours of acceptable CPE every year. The IIA accepts
CPE credits from several areas including seminar/conference
attendance, passing the CIA exam, other certification
examinations passed, self-study programs and participation
as an officer or committee member in a professional industry
organization related to internal auditing. For more

CIA Review Course
The Dallas Chapter will not be providing CIA review courses for 2012/2013. The chapter is currently in the process of
evaluating options for CIA Review Courses. IIn the interim, there are several on-line study tools available, including
the IIA’s CIA Learning System and Gleim’s CIA Review materials.

The IIA sends out certificates each quarter. Those
passing the exam during the 4th quarter of 2012 (Jan –
March 2012) should be received by May 2013. If you do not receive
your certificate by the above dates, contact the IIA’s

many instances, certificates are not received until the
experience and education requirements are met.

Each speaking engagement on internal auditing that a Dallas
Chapter member completes will earn the Chapter 1 credit per CPD
hour. Each full article, Roundtable article, Fraud Finding,
etc. submitted that meets basic editorial guidelines will earn 5
credits. For each full article published 20 credits are earned.
Each internal audit related article published in any other trade or
professional journal that is authored by a chapter member is 5
credits.

Staff Auditor
United American Insurance, an affiliate of Torchmark Corporation, is seeking
a Staff Auditor. Under the direction of Internal Audit management, the
position of Staff Auditor is responsible for assisting in the execution of the
annual internal audit plan. This position also assists in performing financial
audits, the safeguarding of company assets, and ensuring internal controls,
policies and procedures are in place. The Staff Auditor will initially
work on audit assignments of lower to moderate complexity, moving on to more
complex work with the development of job skills, experience and confidence. This
position reports to Director of Internal Audit and has functional responsibility

- Conduct financial
audits in accordance with Generally Accepted Auditing Standards (GAAS), to
determine compliance with policies and procedures and evaluate the

- Prepare and document draft audit
findings and recommendations, supported by accurate work papers for review
by Internal Audit management.
- Assist in the preparation of objective,
factual draft audit reports for internal audit management review and
discussion.
- Assist in developing appropriate recommendations for
corrective action and soliciting adequate and timely management responses
from the client.
- Pursue professional certifications (CPA, CIA, CISA, CA
etc.).
- Practice good time management skills.

- Intermediate Knowledge of Excel and
working knowledge of other Microsoft products.

Education & Work Experience:
- Bachelor’s
degree in Accounting or other business field.

JOB ACCOUNTABILITIES
- Determines the direction and approach of assigned operations and
information systems audits and writes the audit program subsequent to and based
upon the entrance conference and the scope established for the audit.
