Construction Fraud Schemes: Knowing Where to Look When Fraud is Suspected
Paul Pettit, Director at Protiviti

Objective:  According to the 2012 Report to the Nations on Occupational Fraud and Abuse the typical organization loses 5% of its revenues to fraud each year. Applied to the 2011 Gross World Product, this figure translates to a potential projected annual fraud loss of more than $3.5 trillion.  The report provides an analysis of 1,388 fraud cases investigated worldwide and continues a tradition of shedding light on trends in the characteristics of fraudsters, the schemes they perpetrate and the organizations being victimized.  Occupational fraud schemes fall into three primary categories:

  • Asset misappropriation schemes, in which an employee steals or misuses the organization’s resources (e.g., theft of company cash, false billing schemes or inflated expense reports)
  • Corruption schemes, in which an employee misuses his or her influence in a business transaction in a way that violates his or her duty to the employer in order to gain a direct or indirect benefit (e.g., schemes involving bribery or conflicts of interest)
  • Financial statement fraud schemes, in which an employee intentionally causes a misstatement or omission of material information in the organization’s financial reports (e.g., recording fictitious revenues, understating reported expenses or artificially inflating reported assets)

Today’s presentation will focus on construction fraud schemes in two of these primary categories.  Specifically, we will look at typical asset misappropriation and corruption schemes during construction projects and their subsequent results, including some actual investigations and case studies.

Benefits:

  • Gain insight on the latest report to the nations on occupational fraud and abuse,
  • Learn about construction fraud schemes in the areas of asset misappropriation and corruption,
  • Hear about actual construction frauds and their subsequent investigations and results, and
  • Expand your audit universe to include construction fraud schemes in your next risk assessment.

No prerequisites required.

Paul Pettit is a Director for Protiviti, a global business consulting and internal audit firm.  Since 1999, he has been involved in providing consulting and internal audit services within technical areas of organizations including engineering, procurement and construction.  Paul is the national leader of Protiviti's Capital Projects & Contracts practice.

    IIA Research Foundation

The IIA Research Foundation has recently published The Marketing Strategy: A Risk and Governance Guide to Building a Brand.  When it comes to marketing and internal auditing, chances are you don’t envision the two departments as part of a collaborative effort for the good of the organization.  Marketing is the process of looking at the big picture where creativity can trump controls.  Internal audit is the down-to-earth activity where common sense drives the mitigation of risks.

The Marketing Strategy: A Risk and Governance Guide to Building a Brand shows how these two opposites can work together to drive an organization’s marketing success.  Peter Scott and Mike Jacka, leading experts on social media compliance and co-authors of Auditing Social Media: A Governance and Risk Guide, explain:

    • The difference between auditing marketing and auditing the marketing department.
    • The key documents unique to marketing - creative brief, brand standards manual, image standards, and media strategies - that help guide operations.
    • The role of brand management, creative services, and media (including social media) in achieving marketing strategies.
    • The unique requirements of agency relationship management, how these support the overall operations, and where things might go wrong.
    •  Ways internal audit can review marketing activities to help ensure risks have been properly identified and appropriate controls have been established.

What not only makes the practice of marketing a challenge - but also the performance of an internal audit—are the many ways to develop, implement, staff, and direct activities.  The Marketing Strategy contains practical information that any internal auditor needs to gain a better understanding of marketing.

The book can be ordered online at http://www.theiia.org/bookstore/product/the-marketing-strategy-a-risk-and-governance-guide-to-building-a-brand-1641.cfm.  (Item number 1125, IIA member price - $45, non-member price - $55.00).
