The President’s Letter
Greetings Dallas Chapter of the IIA, it’s hard to
believe, but we are on the home stretch of the 2011/2012
chapter year, and it’s been a great year so far. I
wanted to say a special thank you to all who attended the
March meeting, it was a great turnout – we had over 225
attendees! Of course, we have several more exciting
events coming up in the next few months, as I highlight
below.
First, for our April monthly meeting, we will return to
CityPlace for what looks to be a great theme of “Efficiency
Auditing”. Our morning meetings will feature Manny
Rosenfeld, CAE at Commercial Metals and Dallas IIA Board of
Governors Member, who will present “Audit Efficiency and
Effectiveness – A Matter of Focus” at the Pre-Meeting.
Chris Desjardins, Dallas IIA Board of Governors Member, will
cover “Opening and Closing Meeting Strategies” during the
CAST session.
Our CAE Spotlight will feature Sheri Durst, CAE at 7-11
and long-time Dallas IIA Board of Governors member, who will
briefly discuss a background of her team, the retail
industry and best practices at her company.
Our featured luncheon speaker will be Yosief Ghirmai from
Raytheon, who will present “Incorporating Lean Six Sigma
into Your Audit Methodology”. Finally, Paul Pettit,
Director at Protiviti and IIA District Representative, will
present “Applying Data Analytics to Efficiently Audit
Vendors and Contractors” at the Post Meeting. Please

Summit, which will be held March 29th and 30th at the UTD
School of Management. We are looking forward to an

overwhelming popularity according to the member survey that
you completed, we will be going back to the Ballpark in
Arlington for another great day of CPE and Rangers baseball.

Corporate Internal Audit organization of Raytheon Company. Raytheon
(NYSE: RTN), with 2011 sales of $25 billion, is a technology and
innovation leader specializing in defense, homeland security and
other government markets throughout the world. With headquarters in
Waltham, Mass., Raytheon employs 71,000 people worldwide.
Yosief has traveled and worked around the globe in Asia Pacific,
Latin America, Europe, Middle East and Africa. Working for
multicultural companies he has developed an understanding of how to
conduct business and communicate in a variety of cultures. Yosief
has over 23 years of experience in internal and external audit
experience which includes operational, financial, vendor,
construction, joint interest auditing, and fraud examination.
He is multi-lingual with fluency in English and intermediate in
Italian and Spanish. Yosief enjoys coaching and mentoring young
professionals around the country.
Yosief has worked for Public Accounting and Corporate Internal
Audit organizations at several Fortune 500 Companies including
Alcatel, Arthur Andersen, Repsol / Maxus Energy Corporation and
Lutheran Medical Hospital. His experience crosses many industries
and domains, including telecommunications, oil & gas, banking and
manufacturing.
Yosief holds a BA, with an accounting emphasis, from St Louis
University, and a MBA from the University of Missouri. Yosief
is a member of the Institute of Internal Auditors, the Association
of Certified Fraud Examiners, the Council of Petroleum Accountants
Societies; Technology & Communication Group, and the National
Association of Black Accounts, is a Six Sigma Specialist, a
Certified Internal Control Auditor (CICA), and a Certified Fraud
Examiner (CFE).

Sherri Durst, CIA, VP of Internal Audit, 7-Eleven
Objective: The objective of this brief presentation is
to provide Insight into the best practices, organizational structure and
types of audits performed by an Internal Audit department within the
retail industry.
No prerequisites required.
Sherri Durst is Vice President of Internal Audit at 7-Eleven.
7-Eleven started out as an ice house in Dallas, Texas, in 1927, and
is now the premier name and largest chain in the convenience
retailing industry. 7-Eleven operates, franchises or licenses
more than 9,100 7-Eleven® stores in North America. Globally, there
are some 45,200 7-Eleven stores in 16 countries. During 2010,
7-Eleven stores worldwide generated total sales of more than $62.7
billion.
Sherri is responsible for the examination and evaluation of the
adequacy and effectiveness of the company’s systems of risk
management, corporate governance, and internal control. In addition
to financial, operational, regulatory compliance and IT audits, her
Internal Audit Team provides project assurance consultation services
on the corporation’s major initiatives.
Before joining 7-Eleven in 2002, Sherri was with Oryx Energy
Company for 10 years. She served five years as general auditor
and corporate officer, and directed significant business process
re-engineering projects and system implementation efforts as the
director of Financial Processes and Systems. Sherri also
gained an extensive background in accounting, internal control,
project management and systems design at companies including Sun
Company, Inc. and Home Interiors and Gifts.
Sherri earned a bachelor’s degree with honors in mathematics from
the University of Texas at Arlington. She is a Certified
Internal Auditor, and is currently serving on the Board of Governors
for the Dallas Chapter of the IIA.
On a personal note, Sherri is married (Ray) with one son and three
grandchildren. She enjoys her family activities, travelling
and volunteer work as a Stephen Minister at her church.

Opening and Closing Meeting Strategies
Chris Desjardins, CPA, Independent Consultant
Objectives: Conducting successful opening and
closing meetings is an essential skill for today’s Internal
Auditors. These meetings allow the Internal Auditor to demonstrate
their skill of communicating key issues to Management. This
presentation will give insights and strategies for conducting
opening and closing meetings to achieve successful audits.

Chris
Desjardins has spent an entire career in internal audit, since
graduating from Pace University in New York. He is presently
an independent consultant in internal auditing; primarily assisting
companies in the start-up of their internal audit functions.
He came to Dallas to establish the audit function for Essilor of
America and, for eleven years, grew it to offer services including
traditional audits, compliance with the French SOX law, financial
due diligence on acquisitions, as well as leadership and assistance
in various corporate projects.
Mr. Desjardins gained operational experience during a brief stint as
Plant Controller for a chemical manufacturer, turning around a
business with a negative profit margin and no accounting systems.
During a two-year period there, he was audited five times.
Mr. Desjardins brings the perspective from both sides of the desk to
present strategies for effective closing meetings.

Audit Efficiency and Effectiveness - A Matter of Focus
Manny Rosenfeld, Vice president of Internal Audit, Commercial Metals Company
Objectives: Internal Audit Departments have an
obligation to help improve the Efficiency and Effectiveness of the
organization they serve. Good Internal Audit Departments
have a further obligation to relentlessly and continually improve
their own Efficiency and Effectiveness. Furthermore, it is
important to understand that any attempt to improve Efficiency,
without an equal and corresponding emphasis on Effectiveness, is
suboptimal and is likely to be counterproductive. This
presentation will allow you to:
- Gain an
understanding as to why focus, and particularly risk focus, is
essential to improving the Effectiveness and Efficiency (E&E) of
your organization.
- Gain an
understanding of some audit scope areas that can have a significant
impact on the E&E of your organization.
- Gain an
understanding of the E&E drivers, metrics, and guidelines, than can
improve the E&E of the Internal Audit function.
- Gain an
understanding as to how humor may be used to reduce the tone of
self-righteousness that can accompany an effort to improve E&E.

Manny Rosenfeld serves as Vice President, Internal Audit and CAE
for Commercial Metals Company (CMC).
CMC is a Fortune500 Company which manufactures, recycles and
markets steel and metal products, related materials and services
through a network including steel mini-mills, steel fabrication and
processing plants, construction-related product warehouses, a copper
tube mill, metal recycling facilities, and marketing and
distribution offices in the United States and in strategic overseas
markets.
Manny joined CMC Internal Audit in June 2006 and manages a staff of
20 auditors. Prior to CMC, he was the VP of Internal Audit at
TRW Automotive in Detroit and Navistar Corporation in Chicago, two
Fortune 150 corporations. During his prior 20 years with
Alcoa, he was a Senior Internal Audit Manager, Process Improvement
Senior Manager, Quality Consultant, Manager of Capital and
Acquisitions, Audit Supervisor, and Management Sciences Consultant.
Over his career, he has led audit functions based in the US, Madrid,
Sao Paulo, Bologna, Birmingham (UK), and Shanghai.
He is on the Board of Governors of the Dallas Chapter of the
Institute of Internal Auditors. Manny has also been
active on the Steering Committee for KPMG’s Audit Executive Forum in
Dallas, and is a member of Ernst and Young’s Enterprise Risk
Management Roundtable program in Dallas.
Manny is a Certified Internal Auditor (CIA) and has a
Certification in Risk Management Assessment (CRMA). He is also
a Lean / Six Sigma Black Belt. Manny is currently pursuing
Certified Fraud Examiner (CFE) credentials. He graduated from
Cornell University, where he received a BS in Industrial
Engineering. He also earned a Master of Engineering in
Management Sciences and a MBA from Cornell University.
Manny and his wife, Louise, enjoy cooking international foods and
going to interesting restaurants. He also enjoys reading
science fiction, mysteries, military history, and most branches of
science. Manny has travelled extensively throughout the world
and speaks fluent Spanish.

Applying Data Analytics to Efficiently Audit Vendors and Contractors
Paul Pettit, PMP, CIA, CPEA, Director of Capital Projects and Contracts, Protiviti
Objectives: Each year, billions of dollars are spent
by companies around the world to start up, operate and maintain
their businesses. Of this spending, there are millions of dollars
that are billed outside of contract terms, duplicative, or simply
erroneous. With massive amounts of potential cost recoveries and the
global economy forcing companies to be more efficient with
resources, auditors must apply techniques such as data analytics to
audit vendors and contractors for contract compliance. Using tools
currently on your computer and asking the right questions of a
vendor/ contractor can positively impact your bottom line with
significant cost recoveries that can pay for your department and
then some.

about key audit rights and gaining electronic access to
vendor/contractor data,
- Find out why
invoice data, job cost data and payroll data are important data
files to obtain,
- Leverage
tools such as Excel to efficiently audit electronic

Paul Pettit is a Director for Protiviti, a global business
consulting and internal audit firm. Since 1999, he has been
involved in providing consulting and internal audit services within
technical areas of organizations including engineering, procurement
and construction. Paul is the national leader of Protiviti’s
Capital Projects & Contracts practice.
Mr. Pettit also worked for over nine years in the Engineering,
Procurement and Construction (EPC) industry with a Leading EPC
Contractor. Mr. Pettit holds Masters degrees in Business and
Environmental Management as well as a Bachelors degree in
Civil/Mechanical Engineering Technology from the University of
Houston. He is certified as a Project Management Professional
(PMP), Internal Auditor (CIA), and Professional EH&S Auditor (CPEA).
He is an accomplished speaker and has been designated the highest
professional speaking designation by Toastmasters International in
2006, Distinguished Toastmaster (DTM).
Mr. Pettit has been a member of the IIA since 2000 and has spoken at
many chapter IIA luncheons and seminars/roundtables around the
country as well as national IIA conferences. He has also written
articles and white papers on internal audit topics such as auditing
high risk contracts and controlling costs as well as auditing
environmental, health & safety programs. He currently serves
as IIA District Representative (South Region District #1).

Mark Your Calendars for Dallas CPA Society May 4th Conference
The
Dallas Chapter of IIA is joining with the Dallas CPA Society, the
Dallas Chapters of FEI and TEI and the Tax Sections of the State Bar
of Texas and Dallas Bar Association to present the 7th Annual Dallas
CPA Society Education Conference on May 4, 2012, at the Hilton
Anatole. This one-day 8-hour conference will provide a
selection of 42-courses on cutting-edge topics of current interest
to CFOs, Controllers, Internal Auditors, Chief Accountants, Tax
Directors, Vice Presidents of Finance and Practicing CPAs.
The Conference will include a luncheon keynote address by U.S.
Senator John Cornyn, member of the U.S. Senate Finance Committee, on
"The Prospects of Post-Election Tax Reform." Other panel
participants at the Conference will include members of the Texas
House and Senate, officials from the U.S. Securities & Exchange
Commission, Internal Revenue Service, Texas Comptroller's Office,
Texas Attorney General's Office and national speakers on accounting,
auditing, tax, finance and human resource topics.
Registration and a complete conference brochure will be available
starting in late February at

Certification News from the IIA
Looking Ahead: Changes to the Certified Internal Auditor®
Program in 2013
Beginning in Jan. 2012, certification candidates will benefit
from two major enhancements to the certification testing process.
The changes will be implemented as an effort to further streamline
the testing process for candidates worldwide.
The first change involves the removal of the tutorial from the
certification exams being delivered at Pearson VUE's testing
centers. The tutorials are being moved to The IIA's website,
www.globaliia.org. This
change will enable candidates to take the tutorial in their language
of choice, without any time limit. In addition, candidates can
complete the tutorial as often as they like. By removing the
tutorial from the exams, The IIA enables candidates to familiarize
themselves with the computer-based testing (CBT) process prior to
sitting for an exam, thus reducing test anxiety and enhancing exam
candidates’ confidence.
The second change to the certification testing process is the
removal of 10 trial (un-scored) questions per exam. For the CIA
exam, for example, this will result in a total of 90 questions per
exam. Because only the trial questions are being removed, this
change will have no effect on candidates' calculated scores. Due
to the removal of the tutorial and the reduction in test questions,
the testing window will be shortened by 30 minutes, reducing the CIA
exam testing period from three hours to two hours and 30 minutes.
Enhanced Examination Process for IIA Certification Beginning in
2012
As the result of findings from a Job Analysis Study (JAS) for
the CIA program conducted in 2011, the Professional Certifications
Board (PCB) and the Board of Directors of The IIA have approved two
key changes to the program. The JAS determined that the body of
knowledge related to the profession of internal auditing has changed
since the last exam content update in 2004, and therefore needs to
be adjusted to reflect those changes.
The first change will impact the exam structure, reducing the
program from four to three exam parts. With the reduction in parts,
The IIA will be eliminating the recognition credit provision
previously applicable to Part 4. The final change consists of a
realignment of the exam content outline and question count for each
part. Below is a brief overview of the new outline:

The new content and three-part
exam structure are scheduled to be implemented by mid-2013. The IIA
is currently working to finalize the transition process for those
who are currently in the CIA program, and do not complete the
program prior to the implementation of the new structure. Additional
details related to the transition process will be made available at
the beginning of 2012.

IIA’s
Certification in Risk Management Assurance™ (CRMA™) Off to a Running
Start
In October 2011, The Institute of Internal Auditors
(IIA) began certifying qualified individuals for the Certification
in Risk Management Assurance™ (CRMA™) through a “professional
experience recognition” process. The IIA has received more than
1,000 applicants for certification through this process and has
awarded 279 CRMAs as of Dec. 4, 2011.
This new certification
was launched in response to research indicating that internal audit
functions are increasingly involved in helping organizations improve
their risk management processes. The CRMA designation enables audit
practitioners and other risk-focused professionals to demonstrate
their ability to provide advice and assurance to audit committees
and executive management on the existence and effectiveness of key
risk management and governance processes within their organizations.
Candidates for the CRMA may submit proof of experience, related
certification, and education in order to receive the professional
designation now, in lieu of taking the certification exam that will
be offered starting in June 2013.
On Jan. 1, 2012, there will be
a US $75 increase to the CRMA certification application fee for CIA-
and CCSA-certified individuals. For more information about the new

IIA Launches New Video-sharing Site
The IIA has launched AuditChannel.tv, a new video-sharing
site, addressing the specific needs of internal auditors and the

interest to the profession. There’s even an entire channel for

Collaborative Anti-Fraud Initiative Releases Online Quiz and
Opportunity for CPE Credit!
The Center for Audit Quality (CAQ) has partnered with The IIA,
Financial Executives International (FEI), and the National
Association of Corporate Directors (NACD) for an “Anti-Fraud
Initiative,” which endeavors to increase collaboration among members
of the financial reporting supply chain. The first to release a
collaboration tool is FEI with an online feature article in the
November issue of Financial Executive magazine. The article is
followed by an online quiz that offers a free CPE credit. After
reading the article, be sure to create a profile to receive the free
CPE credits.

COSO Releases Update to Internal Control – Integrated
Framework (Framework) for Public Comment
The Committee of Sponsoring Organizations of the Treadway
Commission (COSO) has released a draft update to the Framework for
public comment. Previously, COSO had engaged PriceWaterhouseCoopers
(PwC) to author changes to the Framework in consideration of the
evolving business environment and associated risks since its
original publication in 1992. During this process, COSO worked with
PwC on the update approaching ways organizations may adapt to
increasing complexity and pace of change, mitigate risks to the
achievement of objectives, and provide reliable information to
support sound decision making. A broad range of professionals from
industry as well as representatives and observers from academia,
government agencies, and nonprofit organizations have provided a
wealth of perspective on how the original Framework can be
refreshed. While the Framework retains its core definition of
internal control and the five components of a system of internal
control, one of the most significant enhancements made is the
codification of the original internal control concepts into 17
principles and supporting attributes that further support
organizations as they apply judgment in managing risk and improving
performance.
The comment period ends March 31, 2012. At
which time, the Framework will be revised as necessary. Release of
the final Framework is expected by November 2012.

It's time again for the survey to determine which IIA Dallas
Chapter members have submitted articles or spoken since February, 2012. Each
speaking engagement on internal auditing that a Dallas Chapter
member completes will earn the Chapter 1 credit per CPD hour. Each
full article, Roundtable article, Fraud Finding, etc. submitted that
meets basic editorial guidelines will earn 5 credits. For each full
article published 20 credits are earned. Each internal audit related
article published in any other trade or professional journal that is
authored by a chapter member is 5 credits.

will be responsible for day-to-day execution of engagement objectives on
