The President’s Letter

Greetings Dallas Chapter!  I’m sad to report that this will be my last communication since May will signal the end of my term as President of this great chapter!  We have accomplished a lot of wonderful things:

  • launching our first annual Super Conference
  • deploying CVent to help manage registration activities for our events
  • increasing our membership by 4.8% over last year (as of 3/29/13)
  • strengthening our relationship with the UNT Accounting program
  • creating a Technology Chair position and Committee
  • achieving platinum status again

All of those great accomplishments would never have been possible without the commitment of our chapter members and volunteers.  I want to issue a very special thank you to each of our board of governors and officers for their tireless efforts in taking the chapter to the next level.  I will move onto the Board in June and I am looking forward to serving the chapter in a different capacity.

It is also important to note that May is Internal Audit Awareness Month, which provides the perfect opportunity to promote the profession and its important role in organizational governance, internal control, and risk management.   We challenge you to become actively engaged in the global movement to elevate the internal audit profession.  In the month of May, please consider sharing information about your department with your business leaders or speaking about the benefits of working within the internal audit profession to a local college or university.

I’m very excited to say that the Dallas and Fort Worth IIA Chapters will be hosting our May meeting at the Ballpark in Arlington on May 22nd (Wednesday).  This marks the last event of our fiscal year which is why we chose the Ballpark for a time of best practice audit CPE, networking, food, and baseball.  Registration is limited to the first 200 people and includes two hours of CPE, lunch, parking and one Rangers game ticket (starting at 1:05pm) in a great section of the Ballpark!  A special thanks to Weaver LLC, who will be sponsoring this year’s event.  Please visit www.dallasiia.org and check out our great lineup of speakers and register.

Objective: This presentation will demonstrate communication techniques and project protocols to help successfully execute an entire audit plan, individual audits and special projects.   This will also cover how to get buy-in and gain trust among high performing teams.

Bruce B. Zaret, CPA and partner in Weaverís advisory services, serves clients in the financial services and oil and gas industries providing internal control, risk management, and other consulting services. He is also involved with Weaverís marketing, recruiting and training initiatives.  Bruce frequently speaks at seminars and contributes articles to various professional publications.  Bruce earned a Bachelor of Science degree in accounting from Illinois State University and currently serves on the Dallas IIA Program Committee and on the Texas Society of CPAís Leadership Develop Academy for the Dallas Chapter.

Neha S. Patel, CPA, CISA and a senior manager at Weaver, focuses on Sarbanes-Oxley testing (SOX), IT audits, service organization control (SOC) audits and other technology consulting. She has broad experience in the project management of large, complex engagements, comprising all aspects of planning, supervision, review and reporting.  Neha participates in Weaverís methodology development, recruiting and training initiatives.  Neha earned a Bachelor of Business Administration degree in accounting and a Masters in professional accounting from The University of Texas at Austin.  She serves on the board for the North Texas ISACA Chapter.

Objective:  The bad news relating to cyber security breaches seems endless. As the saying goes, there are two kinds of companiesÖ those who have been hacked and those that know they have been hacked. Targets have been consumer information, funds, intellectual property, confidential communications and even the operations of critical infrastructure. This presentation will focus on the risk posed to organizations by these cyber security threats, who the bad guys are, what theyíre after and how it may relate to your organization, and how to evaluate the effectiveness of your organizationís security through cyber counterintelligence.

The purpose of this session is to explore is for attendees:

  • To gain an understanding of the cyber security risks posed to their organization.
  • To gain an understanding of the motivation of the perpetrators of cyber fraud, and how that may relate to their organization.
  • To gain an understanding of cyber counterintelligence and how it can be used to assess the effectiveness of their organizationsí security efforts.

No prerequisites required.

Brian J. Thomas, CISA, CISSP and partner in Weaverís advisory services has more than 15 years of experience in IT audit and consulting, managing teams performing security assessments at a wide variety of organizations based on industry and size. Brian frequently speaks and publishes articles on the subject of information security and related subjects. His responsibilities currently include the management and development of Weaverís IT Advisory practice and he is involved in all aspects of the business. He is a member of the AICPA IT Executive Committeeís SOC Reporting Task Force and a member of the IM Advisory Council at the McCombs School of Business of The University of Texas at Austin.
 
Brittany Teare, CISA and manager in Weaverís advisory services, has more than nine years of providing IT audit and consulting services. She oversees planning and performance of SOX and SOC procedures including establishing the projectís purpose, objective, scope and audit approach, as well as identifying and defining audit findings and reviewing and analyzing evidence. Her practice focuses on internal and external IT audits and security-related engagements. Brittanyís industry experience includes insurance, utilities, oil and gas, municipalities, telecommunications, financial services, health care, food services and technology. She earned a Bachelor of Business Administration degree in management information systems from the University of Oklahoma. She is a member of ISACA serving on the North Texas board, IIA, AFCOM, the Metroplex Technology Business Council (MTBC), where she is involved in MTBCís Cloud Computing Special Interest Group.
 
Jarrett Kolthoff, CISSP and president/CEO of SpearTip, has more than 19 years of experience in the information security field.  As a former special agent for the U.S. Army counterintelligence, he has experience in cyber investigations, counterintelligence, and fusion cell analysis that assist SpearTipís clients to identify, assess, neutralize, and exploit the threats leveled against their corporation. His civil case work has included investigations in anti-trust lawsuits, embezzlement, collusion, theft of intellectual property and corporate espionage. He has testified in civil cases as an expert computer forensic witness in depositions and in the U.S. Federal Court Ė Eastern District of Missouri and has acted as a liaison between companies and law enforcement agencies. He has led assignments throughout the United States with both national and international corporations. He continues to serve his community as an Adjunct Professor at Webster University, and through membership with the Association of Former Intelligence Officers (AFIO), Espionage Research Institute International (ERII), and board membership as past-President of the St. Louis InfraGard Chapter and the St. Louis Chapter of the International High Technology Crime Investigation Association (HTCIA).

IIA Research Foundation

Certification Recognition

The Dallas Chapter honored the Chapter members in attendance that had completed their certification requirements (CIA, CCSA, CFSA, CGAP and CRMA) during the period of January 1 – February 28, 2013 at the April 4th meeting.

Members recognized at the meeting for receiving their CIA certification include: Denis Agbor, Randall Culpepper, Amanda Gass and Eric Gavel.  Jedson Johnson was recognized for achieving the Certified Government Auditing Professional designation.  Richard Bydlon, Benjamin Christensen, Angela Hager, Carolyn Jackson and Suzanne Seeger were recognized for receiving certification in Risk Management Assurance.

In total, 16 chapter members received CIA certification, one achieved Certified Government Auditor designation and 16 members received certifications in Risk Management Assurance.

Certification News from the IIA

  •  IIA Global Certifications Introduces Option to Extend Exam Eligibility:  The Professional Certifications Board (PCB) has approved a new policy that allows candidates to extend the normal 180-day exam eligibility window for a period of 30 days one time for a US $50 fee. This new option allows today’s busy internal audit professionals to stay on course while enhancing their professional development. Interested candidates must log into CCMS to complete the appropriate exam registration eligibility extension form.
  • 2013 CIA Exam Changes:  The Professional Certifications Board (PCB) and IIA Board of Directors have approved changes to the CIA exam structure.  The program will be reduced from four to three exam parts, eliminating the recognition credit for part four.  Content for the 2013 exam include: Part 1 – Internal Auditing Basics; Part 2 – Internal Audit Practice; Part 3 – Internal Audit Knowledge Elements.  The PCB has developed a transition plan for those candidates who are unable to complete their certification before the new exam is launched. Changes to the exam will be implemented mid-2013.  Learn More.

CIA Designation Certificates

After completing the program requirements to earn your CIA designation, you will receive a confirmation e-mail with instructions for ordering a certificate through the CCMS.  There is no charge to obtain your certificate unless you choose to upgrade your shipping option.

CPE Requirements

Practicing CIAs are required to complete a total of 40 hours of acceptable CPE every year.  The IIA accepts CPE credits from several areas including seminar/conference attendance, passing the CIA exam, other certification examinations passed, self-study programs and participation as an officer or committee member in a professional industry organization related to internal auditing.  For more information and a full list of acceptable CPE hours, please see the CPE Requirements for CIAs on the IIA website.

CIA Review Course

The Dallas Chapter will not be providing CIA review courses for 2012/2013.  The chapter is currently in the process of evaluating options for CIA Review Courses.

In the interim, there are several on-line study tools available, including the IIA’s CIA Learning System and Gleim’s CIA Review materials.  CIA Model Exam Questions are also available through the IIA.  For more information regarding study materials, please see the CIA Exam Preparation Resources on the IIA website.

Report Your Speaking and Writing

Each speaking engagement on internal auditing that a Dallas Chapter member completes will earn the Chapter 1 credit per CPD hour.  Each full article, Roundtable article, Fraud Finding, etc. submitted that meets basic editorial guidelines will earn 5 credits. For each full article published 20 credits are earned.  Each internal audit related article published in any other trade or professional journal that is authored by a chapter member is 5 credits.

Lie To Me: Secrets of Linguistic Lie Detection

Objectives: Identifying deception is a crucial component of any audit or investigation.  Discover how a truthful person speaks vs. an untruthful person.  This introduction to statement analysis will change the way you interpret what others say.  Participants will gain an understanding of how statement analysis can be used in any information gathering situation.

Discover the most effective way to gather information for your investigation or inquiry.  Learn the proper way to take a statement.   Learn when to ask the questions, when to ask for the statement and how to obtain the most information.  Of utmost importance, you will learn how to maintain a rapport with the person you are investigating without revealing what you know or don’t know about the case.

This full day session presents an overview of how statement analysis is used in business and investigative areas.  Session participants learn the basics of information gathering and how to interpret the information they receive.  Information gathering basics will be covered in order assist the audit professional to gather necessary information for any investigative purpose.  Session attendees will also analyze a complete statement and be able decipher the linguistic code within the body of the statement.

Nejolla Korris is CEO of InterVeritas Intl. which provides lie detection, anti-corruption consulting, interviewing and interrogation training, investigative services, intelligence gathering, litigation support, linguistic statement analysis, employee audits and reference checks to corporations.

Ms Korris is an international expert in the field of Linguistic Lie Detection.  She is skilled in Scientific Content Analysis (SCAN), a technique that can determine whether a subject is truthful or deceptive. Korris has analyzed documents for fraud, international security, arson, sexual assault, homicide and missing persons’ cases, causing some of her clients to dub her the "Human Lie Detector."

Korris has taught this methodology throughout North America, Europe, the Middle East, Malaysia, Brazil, Singapore, Botswana, Uganda and South Africa.  Her clients include corporations, government agencies, law enforcement and the military.   Nejolla has a BA in Law from Carleton University. She serves as the Honorary Consul of Lithuania to Alberta and is the Chair of the Consular Corps in Edmonton.  Ms.  Korris writes a column in Edmontontians magazine entitled Civil Wars and is completing a book on deception in communications  which is to be published in the spring of 2013.

Fort Worth is the nationís sixteenth largest city in the USA.  The Dallas-Fort Worth ďMetroplex,Ē is the largest market in the southern U.S. and the ninth largest in the nation.  Fort Worth, which adds about 6,000 to 7,000 persons annually, is home to a wide mix of people with diverse backgrounds and interests.  These interests are accommodated by the Cityís exceptional, diverse, and reasonable priced array of quality of life amenities.

Fort Worth is a charter City which, since 1924, has used a council-city management form of government to provide effective and efficient public services to its residents.  The Cityís governance is provided by the City Council which consists of a directly elected Mayor and a 9-member City Council.  Council members are elected from districts.  The City Council selects a professional city manager who is responsible for administering and coordinating municipal operations and programs.  The City Council also appoints the City Secretary, City Attorney, City Auditor, Municipal Court Judges and board and commission members.  Fort Worth employs over 6,500 personnel and has a current operating budget over $1,100,000,000.

The City Auditor managers a 16-member office and directs financial, procedural, operational, fiscal compliance and program audits of all municipal functions and activities; undertakes special projects, analyses and investigations as assigned by the City Council.  Responsibilities include providing oversight and guidance in installation of internal controls and processes.  The City Auditor also provides ongoing communication with the City Council and its members to include periodic written and verbal reports.  The Auditor is viewed by the Council as a member of a team comprised of other Council appointees.  While maintaining his/her independence, he or she is expected to work in a cooperative and collaborative manner.

The following education and/or experience are the minimum standards which provide the requisite knowledge, skills and abilities for this position:

The equivalent of an appropriate Bachelorís Degree and 8 years of experience in auditing, public accounting, and public administration including 4 years of supervisory experience.  A Masterís Degree is preferred.  Also requires a Texas Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) or an out of state CPA or CIA and willingness to achieve Texas certification within 2-years.

Federal Home Loan Bank  (4/24/13)

SENIOR COMPLIANCE ANALYST

Research, analyze and interpret federal and state laws, regulations, and guidance ("rules") as well as proposed rules to determine applicability to both technical and operational aspects associated with various business units of the Bank.  Assist affected business units in implementing changes to policies, procedures, and processes; initiate action plans to ensure compliance with rules; work with FHFA examiners and Bank Management to provide requested reports and information throughout the year; and assists various business units with new compliance requests and projects.

PRIMARY RESPONSIBILITIES % OF TIME
1. Identify new and amended rules that have compliance requirements applicable to the Bank.  Prepare a gap analysis of rules, which are sometimes complex, to assess the Bankís compliance position and any required policy or procedural changes needed to ensure compliance with the new rules.  Maintain system to track new rules and to follow-up on outstanding action items identified by gap analyses.  Update compliance inventory and performs annual re-certification of compliance ownership. 35
2. With limited supervision from the Compliance Officer, researches and analyze complex legislative and regulatory changes and updates,  to evaluate Bank compliance.  Perform high quality, thoroughly documented, compliance reviews that include design effectiveness evaluations of policies, procedures, and practices related to compliance.  Prepare memos to communicate compliance issues for distribution to management.  Maintain a database system to track and follow-up on issues identified during compliance reviews. 25
3. Act as an advisor to insure that management is aware of and complies with new and amended rules applicable to the Bank.  Provide consulting services to management on these initiatives, including through participation on project teams. 20
4. Act as a liaison between FHFA examiners and management.  Collect, compile, and organize information from multiple business units to respond to FHFA requests within specified deadlines. 10
